According to the wiki, as per 1.11, zombie villagers no longer spawn from spawners. And according to my test, they're not showing up in reinforcement (copper) farms either. Rays Works posted a video in 2016 showing a reinforcement jockey farm, but in his video, he used a command to spawn the villager jockey to demonstrate the mechanics.
